The Chiba Chuo Police Station has been promoting crackdowns on illegal touts in entertainment districts.
On April 9, a man was arrested for soliciting passersby in Fujimi 1-chome, Chuo-ku, asking them, "How about a cabaret club? and asked passersby, "Would you like to go to a cabaret club?
Touting is regulated by the Law Concerning the Proper Operation of Businesses and Entertainment Establishments and the Ordinance on Prevention of Nuisance, and customers who follow illegal touts may be involved in crimes and trouble.
